Mr. Zarubiak is a professional engineer with more than 25 years of experience in planning, energy efficiency, air quality, environmental management, and the operational components of environmental sustainability. Mr. Zarubiak is currently managing the $51 million five-year Policy Engineering Analysis and Research Support contract (PEARS II) for the Federal Aviation Administration. This major contract supports environmental programs in FAA’s Office of Airports, Office of Environment and Energy, Office of Commercial Space, and Air Traffic Organization.
A key component of the work on PEARS II involves supporting FAA efforts on the nonVolatile Particluate Matter (nVPM) standard, the implementation of the Carbon Offset Reduction Scheme for International Aviation (CORSIA), the CO2 Database for aircraft certification, the development of software for Noise and Emissions modeling (AEDT), CAEP’s Impact Support Group (ISG), the Society of Automotive Engineer’s International Committee E31 Aircraft Engine Gas and Particulate Emissions Measurement, and CAEP Working Group 4 – Montioring, Reporting and Verification.
Another core part of Mr. Zarubiak's responsibilities are supporting numerous large hub airport's efforts to decarbonize. This has ranged from development of decarbonization roadmaps (e.g. BWI) to implementation projects (e.g. LAX and JFK) Mr. Zarubiak recently lead a joint agency (FAA, NOAA, NASA, and DOE) effort to look at aviation's non-carbon contributions (contrails) to climate change.
Mr. Zarubiak has a bachelor’s degree from University of Saskatchewan and a masters degree from Princeton University.
