Recognized as one of the nation’s leading appellate and environmental litigators, Todd Kim is a partner in Pillsbury’s Washington, D.C. office. He brings decades of high-level public service and private practice experience to today’s most pressing environmental and administrative law challenges.
Most recently, Todd served as the Senate-confirmed Assistant Attorney General in charge of the Environment and Natural Resources Division at the U.S. Department of Justice. As the federal government’s top environmental lawyer, he led more than 600 professionals in representing the Environmental Protection Agency, the Department of the Interior, and other agencies in complex, high-stakes litigation involving climate change, environmental justice, “forever chemicals” and other pollutants, public lands, and major rulemakings. His work placed him at the center of significant litigation at the intersection of administrative law and environmental policy in the Supreme Court and other federal courts.
Previously, Todd served as the first Solicitor General of the District of Columbia, overseeing all appellate litigation for the District. Over the course of his career, he has presented oral argument more than 60 times, including in landmark cases spanning constitutional, environmental, and administrative law. He has argued and prevailed in the Supreme Court, every federal court of appeals, and state supreme courts.
