Gerardo “Gerry” Schwebel is Executive Vice President and Head of the Corporate International Division at International Bank of Commerce (IBC Bank), a subsidiary of International Bancshares Corporation (NASDAQ: IBOC), a $16 billion multi-bank financial institution headquartered in Laredo, Texas, with operations across Texas and Oklahoma.
Widely regarded as one of the nation’s leading experts on North American trade and finance, Mr. Schwebel has testified before the U.S. Congress on multiple occasions on U.S.–Mexico trade, transportation, logistics, international finance, and immigration. He was directly involved in the private-sector negotiations of the U.S.–Mexico–Canada Agreement (USMCA) and remains actively engaged in its promotion and implementation.
As Head of IBC’s International Division since 1996, Mr. Schwebel has served in numerous leadership roles at the local, state, national, and international levels. These include former Chair of the Border Trade Alliance, former Chair of NASCO, Bi-national Director of the U.S.-Mexico Chamber of Commerce, Chair of the Texas Freight Advisory Committee, and Vice Chair of the IH‑69 Alliance of Texas. He also serves on advisory councils for the Texas Transportation Institute at Texas A&M University and the A.R. Sanchez School of Business at Texas A&M International University. In 2025, he was appointed to Mexico’s National Council INDEX Advisory Board.
Mr. Schwebel is a member of the U.S. Chamber of Commerce’s U.S.–Mexico Economic Council, where he directs the Trade Policy Working Group. His honors include the 2019 Russell H. Perry Award for outstanding contributions to transportation. He is a graduate of Texas A&I University (now Texas A&M International University) and a former U.S. Army Field Artillery officer who served in Korea and Germany.
